The Japanese importer or brand owner is responsible for import notification and checking that each ingredient complies with Japan’s food sanitation rules, including the lists of permitted food additives. Feed additives come under the Ministry of Agriculture, Forestry and Fisheries (MAFF), and pharmaceutical use falls under the Ministry of Health, Labour and Welfare (MHLW).
